This device is situated at the terminal of Otonashi-iro, Otonashi irrigation culvert. It had been begun to dig a culvert which is about 2km distance from the intake, and it finished in 1892. Therefore it leads water centrally in a cylindrical tank. Then water falls from 20 square holes, and 1 line does five allotments, and 2 line does eight allotments, and 3 line does seven allotments. As a result, distribution in proportion to an arable land area was accomplished, and the irrigation dispute ended.
